QHSSE Manager
Job purpose:
To manage and ensure HSSEQ compliance for Country vessels & shore facilities in accordance with internal and external demands and to ensure HSSEQ KPI’s and performance standards are achieved and maintained.
- To ensure compliance where appropriate with the Company’s procedures and policies in compliance with ISO 45001:2018, 14001:2015, 9001:2015, ISM & MLC & ISPS, International industry & local legal requirements.
- Oversight of local compliance with all legislative, operational, client-driven and internal standards, to ensure;
- Timely completion of all required audits and inspections, and the retention of associated certification/licenses
- Relevant standards, procedures and best practices are correctly implemented or adopted where required
- Act as Regional HSSEQ representative for client meetings, authority liaison and external forums
- Provide clear leadership to the Regional HSSEQ team to ensure all members are delivering relevant, effective support & value to internal functions and external parties.
- Ensure individual HSSEQ team members are providing visible, positive examples to effectively drive the Company’s safety culture and HSE performance
- Set & monitor annual KPI’s that will enhance team members’ performances, whilst mutually supporting Group and Regional targets
- Actively partake in shore- and vessel-based safety meetings, to encourage constructive discussion and drive management engagement
- Induct current and new employees and crew on company HSSEQ policies and procedures
- Ensure the Company’s Safety Culture is promoted and maintained to the highest possible standards, in all locations, through;
- Actively promote the application of all Company Control of Work processes and safe working practices
- Deliver against Company’s Self-Verification Program (SVP) that supports achievement of Group KPI’s, delivers additional local value and ensures continual improvement
- Ensure Regional monthly performance data is collated effectively, is accurate and is submitted on-time to the Group HSSEQ department
- Lead on master’s SMS review, Management Review and other initiatives arrangements as per SMS
- Undertaking, reporting and managing actions arising from a required audits & inspection
- Act as DPA and CSO for relevant Regional vessels
- Act as QHSE lead for Regional investigations of Incidents & Near Misses, where required
- Where required, ensure an appropriate level of Regional HSSEQ representation and involvement during client-led investigations
- Identify opportunities for growth & development of the HSSEQ function, to ensure capabilities and means of delivery are continually improved
- Monitor local industry & legislative developments to support Group HSSEQ in ensuring the Company SMS & operational aspects are evolved to meet future legislative, operational and strategic demands
Minimum Qualifications:
- Must have Professional Qualification or Certification in HSSEQ related field
- NEBOSH Diploma preferred
- DPA and CSO qualification
- AHTS useful.
- DP1 experience not required but helpful.
- STCW Certificates must be valid at all times
- Lead auditor for ISO 45001:2018, 14001:2015 9001:2015 standards
Minimum Experience:
- Must have 5 years’ in similar role
- Must have experience interacting with clients on HSE matters and building HSE culture.
- Experienced Mariner referred
Job Specific skills:
- Experienced incident investigator leader
- Dealing with, and understanding needs of, various statutory external bodies; Class, Flag Port State etc.
- Must have good working knowledge of ISM and ISPS codes, other standards (MLC, MARPOL, SOLAS, ISO etc.) and statutory regulations relating to vessel operations.
- Good Communication skills in English & Azeri is a must
