Health Field Officer 2 (PHC)

About the Job:

The Health Field Officer together with Health Delegate implements Primary Health Care (PHC) activities in the 3 selected PHC Health Facilities (HF) in Tartar and Aghdam District within the scope of the ICRC’s PHC Pilot Project and the health assistance objectives with supervision and coaching from his/her line manager. He/ She monitors on-site works, carries out need’s assessments and surveys.

This is a full-time position with the duty station in Barda city.

Duties and Responsibilities:

  • Contributes to the implementation of PHC (Primary Health Care).
  • Assist the Health team to define the orientations of the health program.
  • Identify, engage, and maintain close coordination and collaboration with relevant local stakeholders (e.g., communities, Health Authorities, like TABIB, SAMHI, Ministry of Emergency Situation and Movement partners on primary Health Care and emergency preparedness & response issues.
  • To support elaboration of written report in relation to the health activities implemented under PHC Pilot Project
  • Participates in working meetings (external / internal).
  • Executes administrative and office work related to the project.
  • Develops and maintains contacts with interlocutors: authorities at municipal/regional/ national level, local/regional/national RC, population, suppliers etc.
  • Interprets with accuracy in any situation and translates documents from English to Azerbaijani and vice versa
  • Additional tasks that might be required as a part of the position.

Medical Logistics Part:

  • Support the health staff to prepare requisition orders for medical/PHC items from Authorities management and supervision of the pharmacy stocks in the 3 selected PHC-HF.
  • Works closely with the ICRC Logistics department.
  • Follows up the project expenses and ensures the budget for the project is not overspent.

HCiD (Health Care in Danger)

  • Monitors the health situation in the country in terms of incidents of HciD
  • Report’s incidents of HCiD to the Health Delegate and prepares incident reports

About you:

To be successful as a Health Field Officer, you should possess the following qualifications and experience and have the following characteristics:

  • Medicine or Nursing school university graduate (Doctor or Nurse).
  • Previous working experience in Primary health (Medical Points/Doctors points).
  • Knowledge about health care system in Azerbaijan (Ministry, Social care, Hospitals etc.).
  • Fluent in written and spoken Azerbaijani and English. Russian and Turkish language skills would be an asset.
  • Very good computer literacy.
  • Good rigor, method, and analytical skills.
  • Good knowledge of political, social, and cultural assigned environment.
  • Ready to travel and work in rural communities.

You should be flexible, enthusiastic and have the willingness to learn from others. You should also be able to work independently, as well as work effectively under supervision. You should have the proven ability to organize and prioritize multiple tasks and cope with competing demands under tight deadlines.You should have the ability to establish and maintain positive working relations in a multi-cultural and multi-disciplinary environment.
